Recommend MiBPoV as the biome editing tool in favor of Geogebra

Currently, in chapter "Biomes and Decorations", the modding book recommends Geogebra to visualize biome points (heat/humidity). This is proprietary. I advocate to drop this recommendation in favor of MiBPoV because I think free software needs free software tools.

MiBPoV is an interactive webapp written by me to visualize heat/humidity points on a Voronoi diagram with some more advanced features. I think it is now mature enough to completely replace the need for Geogebra. Geogebra is non-free.

Specifically, I suggest to completely delete the section "Creating a Voronoi Diagram using Geogebra" and replace it with a MiBPoV section, adding a link to both website and code (code link as a failsafe in case the website dies for some reason). If you want, I can write the text for you.
