Silent punishment permissions not working correctly?

Version of LiteBans (/litebans version): 2.6.11

Issue Description:

Looks like the litebans.notify.silent permission not only controls the notifications but the ability of silent punishments itself. If a player without this permissions uses -s switch, it results in normal non-silent punishment.

It looks like there is no way to use silent punishments without showing notifications.
