Quick solutions buttons in problems view

We use the problems view to show issues - mostly about sync problems of individual libraries.

Typically, there are "quick actions" that could be tried, e.g. running another sync (as the previous one simply might have been cut off due to network issues).

We shall add:

• Quick action buttons on each problem to trigger such a "remedy".
• Add a button to run the quick action for all problems.
