Added SEPCMP.txt which tracks two things: (1) the earlier investigation into ahead-of-time complilation, which began by precompiling the internal uses of RPL; and (2) other, orthogonal, changes made during that investigation.  The items in (2) have been marked with x in SEPCMP.txt because they were integrated into the patches619 branch over the last couple of days.
