How to replace builtins

Hi,

I do not understand how I can modify builtins such as "". I can define that variable in my module, but it'll have an effect only in my current module. But it will not have global effect, e.g. on packages that I've imported. How can I modify a single builtin, e.g. "", so that it has global effect?
