Fix documentation for HingeEffector and UniversalJointEffector

The unit of the input velocities are radians per seconds, not degrees per cycle. I'm not sure how much damage this has done over the years. At least, magmaOffenburg is affected by this.

I'm not sure if there are any more places where this is documented wrong.
