Change dist_to to eval_dist

Why: dist_to columns are missing attributes, the naming scheme hints that dist_to is prep when it's really about evaluating layers.

  • Add attributes
  • Change name, NAMESPACE
  • Update vignette
  • Update man
  • Update tests
  • Add tests for attributes
  • Combine in eval.R file
