Update travis test for latest molecule(3.1.x) changes, which has moved the docker molecule driver to the molecule-docker python pip package.

update recommended ansible version to 2.9

rename docker handler task to configure docker service
from restart docker

update each task file as well

add an apt installation task to main task file
to add lsb-release

lsb-release help differentiate between
plain Debian and Raspbian

add variable docker_group_name to
defaults/main.yml

add new default variables:

configure_docker_users: 'false'

configure docker users if set to true;
default value is false, so don't touch any
user settings on the system

remove unused docker_remote_ip,
docker_remote_port and username
variables from defaults/main.yml

clean up meta.yml, set issue tracker

issues I had with molecule tests on Debian 9 & 10
images

I also updated my docker-debian:*-molecule images to have
their CMD-s set as /lib/systemd/systemd so
they work with these tests

add debian 9 and 10 as "supported" platforms

add debian, docker tags to meta.yml

change default molecule_distro image to debian:buster from stretch-backports

and gitlabci in docker role

fix yaml lint errors

for some reason travis picks up on the ansible galaxy role format, while gitlabci
does not
