Initial version of governance documents

This is the first ever revision of the governance documents. This will hopefully give RedWarn a more defined structure while still remaining a simple group of Wikimedians. For more information, please read through all the document details.

For this document to be put into force, a unanimous decision must be made by the entire team. Please feel free to make comments and suggestions on this merge request, and don't be afraid to bring up potentially controversial points regarding any of the policy statements. Better to talk about it now rather than later.
