block: update to v5.17

Ewan, one big scsi change which moving scsi ioctl/bsg code out of
block layer is included in this MR for avoding big conflict, please
take a close look at the scsi part.

Gopal, as you talked in email, two nvme patches are included, so
please take a look at the backporting.
