Input/HID rebase to v6.11 for 9.6

Summary of Changes

This is the usual Input/HID rebase (last one for RHEL 9 cycle). We are targeting v6.11 as this one is tested well enough.

The Intel-ISH changes are going to be handled separatly through !5761 (merged)
