/exchange does not work for items in bags

seems /exchange will only exchange an item if it is in the base inventory (not in a bag).

Example:

• Rebreather in bag
• Helm of XXX on character
• type /exchange "rebreather" head = does nothing
• Move Rebreather out of bag into base inventory
• type /exchange "rebreather" head = works
