MQ2Radar blocks communication with NPCs

Users are unable to /hail or /say to NPCs with MQ2Radar loaded. Unloading and relogging seems to be the only fix. The issue has persisted since November 2018 according to this post: https://www.redguides.com/community/threads/cant-say-hail-to-any-npc.67373/
