Screen tearing with RPi4

Several RPi4 users including myself are experiencing "screen tearing" (horizontal stripes that appear on the screen when something is moving): it's especially noticeable in games with horizontal scrolling but also in Kodi or ES when flipping through the menus.

It can be fixed in games by changing the retroarch video synchronization setting and activate the option "synchronize at the exact frequency of the content (G-sync, Freesync)".

It's been discussed on the forum here and occasionnaly on Discord but as there seems to be hardly any report on that I'm just making sure this is a known issue.
