Add option to confirm before closing the game

Retroarch 1.7.7 comes with a new "life saver" option to avoid closing the game while pressing Hotkey+Start by mistake. This new option is "quit_press_twice". This MR adds the ability to use this new Retroarch option. As it is a Retroarch option, it only works for libretro cores. We may add the same kind of feature for standalone emulators in the future.
