Rudimentary changelog checking
Raver should be able to check for the existence of changelogs in the documentation.
As a rudimentary implementation, we could simply check for the existence of aptly named files in some directory.
Hence the CLI option would be something like
raver --changelog /docs/changelog/
raver -c /docs/changelog/
Where it should check for files that start with:
v{major}.{minor}.{patch}
thus ignoring whatever extension is used (.md, .rst, etc.).
Also, we should only check for the current (local) version, since you cannot/should not have to rectify your git commit history.
In-file checking would require a whole different methodology and is much less predictable to implement.
