[Metal] Custom Rocky Linux ISO doesn't correctly load Kickstart file
Issue
When we build the custom ISO, mkksiso
sets the kernel command line to load the Kickstart file. This can be verified by mounting the resulting image, and checking the bootloader configuration.
However, when we actually load up the live USB, the UEFI bootloader has no reference to the kickstart file.
Proposal
Research and resolve this annoying problem.
Edit: Looks like this is probably caused by running in a rootless container, according to this PR.
