[Suggestion] Add @battlestats

Our server is new but it have a lot useful command to help player more comfortable (autoloot, autotrade), so i want suggest some commands our server have not yet.

• @battlestats: Gives detailed information about your current battle statistics including Cast Time Reductions, Damage Reductions, and ATK Bonuses, Heal amount bonus, Cast time reduce ... (This command is so useful, it help us check detail about our character and know more about our build.)

Out of this issue's scope

- @showbuff: Displays party member buffs as symbols in the party window. (This command help priest a lot before class 3 comming, it make priest life is more easier.)

IMPLEMENTED

- @cooldown: Shows the status of your character's instance cooldowns. (This command help us check how many time before we can do a certain instance again.)

3 commands is very useful, and i always using it in another server, so i hope it can add to our server to play more comfortable. thank you.
