Only mark mods "untested" after major releases of RaftModLoader

Since RaftModLoader appears to use semantic versioning, and both minor and patch versions are supposed to be backwards-compatible, why not assume that's the case?

This will increase the number of "Up to date" mods visible on the site, which would be good because it would:

• Encourage more users to trust mods (and by proxy, the mod loader itself, since who wants to use a mod loader with mostly "untested" mods?)
• Lower the burden on mod authors -- if a release works fine with a new mod loader patch, there's not much of a reason for the mod author to publish a new version
