Unignore ruff rules UP007 and UP006

Explanation of changes

The following typehint changes were made:

• Optional[X] -> X | None (UP007)
• Union[X, Y] -> X | Y (UP007)
• Type, Dict, List, Etc -> type, dict, list, etc (UP006)

UP007 layout is only supported for python 3.10+, however it works for 3.8 and 3.9 if the eval-type-backport module is installed. Updated the requirement to install if python version < 3.10 (from <3.9)
This does not work for types/qblox.py for pydantic reasons, so they are still ignored there.
