Qutip and quantify-scheduler interface

We need an interface to run a Qutip based Pulse-level circuit simulation with quantify-scheduler generated pulses and specifications.

We need to be able to at least do a simulated time-domain Rabi experiment in the simulator using both quantify-scheduler and quantify-core.

We can have a reasonable hardware simulation (along with the errors) for which we can also add for our regression tests.
