Default set of CI tasks is quite broad for forks of non-developer respositories

Hello,

I just forked QEMU on GitLab. After pushing a branch to my fork, I realized that the CI/CD Pipeline started and created 226 Jobs: https://gitlab.com/hejko/qemu/-/pipelines/417535134

After realizing this I stopped the Pipeline immediately, but then I restarted to see, how much work is done in reality.

After 30m most build jobs are not even started, so I'll stop the pipeline! I think causes much too much workload for forks which are not relevant enough.

Is it really intended to grant access to your CI/CD Pipeline to the world? Or am I completely mistaken and these are only GitLab resources I am burning?
