Generate manpages for qmp-shell[-wrap]

Though the package installs CLI utilities, we have no manpage available for them.

Configure sphinx to output reasonable documentation for qmp-shell and qmp-shell-wrap.

This is to facilitate downstream packaging in Fedora/centos/rhel et al.
