Differentiate between key server is down and key not found on keyservr

When a gpg key is checked and the key server is down we receive the same error message as when a key is not found on the keyserver. The error message is forwarded to our members who are confused because their keys are on the server, but we couldn't reach the server.

We need to be able to tell these issues apart.
