Develop invoicing system for hosted Drutopia sites

Right now we are looking at $50/month coming in for each member hosting a site (with maybe two months free per year if paid up front).

$20 would stay with the platform cooperative. $30 would be passed on to the software cooperative (and so be tax deductible for the member).
