Add README

The dotfiles and GNU stowing/unstowing process should be described in the README.
Also a quickstart on how to set things up given that there is no installation script yet written.

At least a content table should look like this

• Quickstart (short description on the programs covered by these dotfiles)
• Stowing / Unstowing (Installation)
