The principles emphasize the use of APCs, but as Toby Green ably reviews, there are many problems with APCs. Thus I favor the European coalition watering, fertilizing the already-successful and relatively low cost preprint movement and grow peer-review infrastructure around that. To make that effective will also require them to have success at what they wrote in the preamble - "We therefore commit to fundamentally revise the incentive and reward system of science, using the San Francisco Declaration on Research Assessment (DORA) as a starting point."
That's not easy to do. As funders of course they can say they won't evaluate people based on publication outlet, but it's hard to stop the expert panels of academics from actually doing that somewhat, regardless of what instructions they're given..
