Subscription cancellations - an idea whose time has finally come?

According to this, a large French research organization just cancelled its Springer subscriptions: https://twitter.com/Dorialexander/status/978564937583878146

There is a move to create a large international campaign to let librarians know not to be fearful of the reaction of researchers, and just start cancelling in order to reallocate money to support open access.
