Proposal: Remove Central Global Authorities from the Architecture

User Story: As a user of the DSIF framework, as service provider and consumer, I want to be free to select the parties I am working with, based on their performance, reputation, and terms. As a user I do not want to be a subject to a monopolistic structure which usually leverages asymetric negotiation power to extract value from the ecosystem and its participant.

Challenge: The current specification of DSIF features a centralized authority and additionally sector authorities which are centralized. This appears to be a concept where one company/organization takes overall control about the entire federation of catalogues AND there is one company/organization takes control of an individual sector. This is de facto a monopolistic gatekeeper architecture OR can be perceived as such which is not attractive to any participant unless they want to assume the role of a gatekeeper. This will lead to fears and most likely rejection by many potential participants.

Solution Proposal: Open the structure to that, based on the DSIF protocols, there can be multiple parties assuming these roles and be independent of each other. This can be done by showing at least two/three parties on EACH level and exchanging the term "authority" against "aggregator" (or similar).
