Add a "TV" dashboard page for monitors

Problem to solve

Add an unified view of all monitors (grouped by scope/service).

Requirements :

• The page should take all screen size (not more, not less).
• Monitors are displayed as "tiles" on the page
• Monitor should be streched out to fill the page (with maximum size)
• Color code should be respected (based on monitor status)
• Clicking on the "tile" should open the monitor page in ProdManager (new tab)
