Incomplete man page translations

although you've synced the translations with GNU TP, there's something wrong with the man pages. For example, the current de.po at GNU TP contains 2095 gettext messages. The de.po from the release tarball contains only 430, so the latest additions (ps.1 and top.1) are not included in this translation template.

Obviously po4a needs to be invoked with "--force" to get a new template. After running "po4a --force po4a.cfg", I get a template with 2329 messages. Because the message count differs from the template at GNU TP (2095), you should actually generate a pre-release tarball for TP folks, give translators some time to do their work and then roll out the final release. Having an incompletely translated release is annoying for us.
