Python code: different flake8 configuration

@ata2001 has pointed out two things:
- right now, we ignore the max. chars in one line limit (which is for legacy reasons - I couldn't convert it with
autopep8, is there another tool to do it or did I use it wrong?)
- Python developers have reversed their position on operators at the end of line breaks. It used to be the recommended style, now they recommend the reverse. Our autopep8/Travis CI still suggests the reverse (do we have an old version on Travis CI? maybe we could use another tool instead?)
What does everyone think, would it be OK for you if we did the max. characters in one line enforcement, and tried to put all operators at the beginning of the next line?
