modem/*: update rmtfs and qrtr

Upstreamed qcom_rmtfs and qrtr to the latest commit, as our repo hasn't updated for a year.

As for patches, those has been removed:

• modem/qcom_rmtfs/support-uio.patch: upstreamed to master
• modem/qcom_rmtfs/update-storage-paths.patch: introduces the -o cmdline argument to set the directory where EFS images are stored, so the initd has modified to use that instead.

I haven't tested it, so someone here should try to test that and let me know if it works!
