pulseaudio is not restarted automatically if it crashes or is terminated

Under phosh on the PinePhone, pulseaudio is not restarted automatically if it ever crashes or is terminated. To try, do the following:

1. Launch phosh desktop
2. Type "killall pulseaudio" in terminal and press enter
3. Open file browser and open up any audio file

Expected result would be that audio works/recovers, but it never does and you'll just get silence.

This lack of restartable pulseaudio is especially a problem since on the PinePhone at least, pulseaudio tends to crash and once I had to terminate it because it maxed out one core with zero audio playback going on in idle. So addressing this would help a lot with the impact of when pulseaudio does actually malfunction.
