Unable to change user password via Settings

What's the expected behaviour?
In Settings > Users > Password, after inputting the current password and entering a new password and confirming it, you should be able to press Change and update the password.
What's the current behaviour?
After entering the current, new, and confirmed password, the Change box in the top right remains grayed out, preventing you from changing the password.
How to reproduce your issue?
Go to Settings > Users, unlock editing user settings if needed, then press Password to go into the change password interface. Enter the current password, a new password, and confirm the new password. The new and confirmed passwords will have a checkmark, but you are unable to press Change.
