configure automatic kernel upgrading for all android devices in community

Let's roll @calebccff's awesome feature out to all androids in community: !2215 (merged)

@craftyguy: can you coordinate this?

• make a checklist of devices
• tag device maintainers (possibly add device maintainers to new release chat while at it?)
• add a CI test, that all android based devices in community should have this feature, so it stays consistent. we should be able to detect from the bootloader type/similar deviceinfo vars, which ones need to have this. The CI check should state that people must verify that this works before simply configuring this feature.

(once we have this, it would be a good feature to note in future service pack / release notes.)
