Description

Configurable Postgres versions refactor for proper tests.

Also:

found a bug with broken recommendations for old version of Postgres, fixed
version conclusions wasn't displayed right (9.6%!(EXTRA string=2021-11-11)), fixed

Recommendation to update to 12 version of Postgres will not be shown automatically, subject to separate task.
