Implement in-place PostgreSQL major upgrades for existing clones

Scoped implementation issue for the clone major-upgrade work tracked by #755 and delivered by !1180 (merged).\n\nDone when the API, CLI, provisioner, image, safety guards, CE UI, tests, configuration examples, and documentation described in the MR are complete and independently reviewed.
