Fallback lines in the config
Some mods require changes to the fallback section of openmw.cfg
E.g. Skies v.IV https://modding-openmw.com/mods/skies-iv/
Changes should be specified in a file using the same format as openmw.cfg that contains the relevant fallback lines. The file name should be stored in a FALLBACK pybuild variable (use-reduceable). Note that this means that the file can be included in the repository, or alternatively generated inside src_prepare (e.g. we could have the morrowind build file collect fallback lines from Morrowind.ini. Note that since this variable may change at install time, the contents of all fallback files should be collected and stored in the installed DB when the mod is installed, and those files can be used to generate the fallback section of openmw.cfg, in combination with the sorted install order to determine the values that are overridden.
Note that a comma is used to separate the key and the value in fallback section, and entries from mods later in the install order should overwrite earlier fallback entries with the same key.
For base/morrowind, openmw-iniimporter could be used to generate the fallback file inside src_prepare.
