Extremely long response time when running update for module configtool.openmw

I'm not sure if I would classify this as a bug or a feature of my load order, I am running meta-momw/expanded-vanilla for Morrowind.

After installing any mod locally configtool runs and everything stops cold for 10-15 minutes. After this cmd throws out "+" repeatedly until it is manually closed.
This does end up adding the new mod to openmw.cfg, I just feel like something must be funky under the hood for such a long holdup time?

At the time of writing Python 3.11.2 is borked, no wheel for PySAT, had to downgrade to 3.10.9 so Portmod would function at all.
