Public Polyapp Deployment

At "public.polyapp.tech" have a free and easy to access version of Polyapp.

• I will need to start deploying to this URL from the master branch.
• I will need to destroy and re-create the environment at this URL once every 24 hours to make sure people aren't doing real work in it & reduce my cost risk.
• I could give anonymous users access to create, read, and update Tasks in polyapp / Hub.
• All new users could get the same abilities as anonymous users.
