Scan: page label "DNM" sometimes show up as "qi.-1"

The following discussion from !3395 (merged) should be addressed:

    Two things I noticed (unrelated to this MR):

    • complete/incomplete checker is off by one when using extra-DNM pages in HW papers. I know what is causing this and will put in an MR shortly (see !3397 (merged))
    • DNM pages are displayed with -1 in the scanning UI rather than DNM - I don't know what's changed for this to happen.

Sounds like @amurph24 thinks its a regression. I'm not sure what happened before in this case!
