CI: bump Fedora job to 37 (soon) and use internal python3-pymysql

Fedora 37 should be out soon. Bump our fedora CI job to that.

Also, add python3-PyMySQL to the deps installed by dnf (not in Fedora 36 as its below our minimum version.
