Upload to Anaconda Cloud fails silently.

This has been happening for a while, preventing version 2.2.2 and upwards from being uploaded. A particular pipeline failure is here.

This is probably caused by anaconda-client#555 (also #501).

Since the latest release of anaconda-client was in 2018, we might need to work around this by using an older Python version for this job.
