Build conda packages for Python 3.9.

Once NumPy is available on Anaconda Cloud for Python 3.9, merge the conda39 branch.

Note that the testbench will not currently detect a conda build failure during the test stage but would error during the deploy stage. To avoid an early merge I did not open a merge request.
