Ethelia POC module → general requirements for Phiex

Create Raku module bulk and perform smoke integration test with Pheix:

1. configuration setup for non native addon module;
   • consider different setting storages: flatfile and blockchain.
2. API (with routing) integration for non native addon module;
3. admin panel integration;
