Add FC relaxation for AIR in hypre boomeramg

As described here PETSc is currently lacking an important interface in order to make AIR work as it should. This missing hook would explain why I see no difference on an advection dominated problem when running plain boomeramg with and without AIR. Moreover, I am getting NaNs when attempting to use AIR in a field split context. @prj- has also reported poor performance.
