Add Stream Template option to each power that uses the Cone Template

As per the latest printing of SWADE: "Any power or other effect that uses a Cone Template may use the Stream Template instead." In Core, this includes Blast and Havoc, but neither of these have the Stream template option enabled. Also, both template options are missing for Bestiary entries that have Breath Weapon attacks, such as the dragon.

Suggest that this be enabled.
