Allow actors to have pace values other that ground speed and also let them have unset speeds for unused movment modes

Issue Description
If you set an actor's pace to 0, it's clamping it to 1. The problem with this is that there are several creatures with 0 pace. This is most often seen in creatures with a flight pace. For a couple examples you can check out the air elemental in Savage Worlds, the pterosaur in the Fantasy Companion, or the ghost in Pathfinder.
Possible Solution and/or Root Cause
My guess is that there's something intentionally clamping to 1. Just change the cap to 0.
