Duration of seconds instead of rounds will end the following turn, regardless of duration

Issue Description
Powers with a duration in seconds but not rounds will behave as the swade flag dictates (i.e. prompt dialogue after turn) the turn after they are set up.
Relevant logs and/or screenshots
This doesn't seem to be related to the fact that the system currently hasn't set a proper time per round because it also happens if CONFIG.time.roundTime = 6;
is set in the console.
Possible Solution and/or Root Cause
The SWADE way of handling AE duration possibly only respects duration in rounds instead of both. Ideally it should respect rounds if set and seconds if not. This is important because there are a couple of powers with a duration in minutes or even hours (disguise being an example).
